The fastest diagnosis is the code

Light every burner on high with the hood open and look along each one. A healthy burner carries an even line of blue flame from end to end; blocked ports show as gaps, and a burned-through tube shows as flame coming out where no port is.

The easiest diagnosis on the site

Almost nothing else here can be diagnosed by looking. A grill can: light every burner, open the hood and look along the flame line. Gaps are blocked ports, flame in the wrong place is a burned-through tube, and an even blue line from end to end means the burners are fine and the problem is the gas or the heat plates.

Can I clean the burner ports myself?

The outside of them, yes — a wire brush along a cold burner clears a good deal, and it is worth doing before anybody is called. What is not worth doing is drilling or widening a port, which changes the gas flow and is how a cleaning job becomes a replacement.

Everything is cooler than it used to be.

That is usually gas rather than burners. A regulator in its safety mode, or a tank near empty, drops every burner together — and a burner problem almost never affects all of them at once.

How long should burners last outdoors here?

Less time than the manufacturer assumed, honestly. Salt air and year-round use are hard on stainless tubes, and burners are a wear part on a grill that is otherwise good for many more years.
